Solid Waste Coordinator
SUMMARY
Under the supervision of the Public Works Administrator performs administrative duties, as well as skilled and semi-skilled work in directing the fulfillment of State laws on waste management. This position is responsible for the department budget, report preparation, control of the waste management and equipment maintenance. Works with citizens, private industry and other municipalities concerning waste management problems. Is responsible for the enforcement of the Linn County Solid Waste Management Plan.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees.
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
ESSENTIAL FUNCTIONS
Supervise and schedule the work of subordinates.
Work with citizens and State agencies on concerns and complaints.
Maintain records and prepare reports as per KDHE.
Attend training sessions on procedures and new laws on household hazardous waste, recycling and disposal of solid waste.
Provide training for subordinates in the collection and control of solid waste.
Establish and oversee Household Hazardous Waste Program.
Present informational meetings.
Operate skid-steer loader, roll-off truck track loader, recycling equipment and trash compactor and other related equipment.

Certified Law Enforcement Officer – Sheriff Deputy/SRO
POSITION SUMMARY:
Under the supervision of the Deputy Sheriff Sergeant, the Deputy Sheriff is a non-exempt position under the FLSA. This position is responsible for general duty law enforcement work in protecting the life, persons, and property of the citizens of Linn County Kansas through the enforcement of laws and resolutions. An employee in this position functions as the initial responding officer on law enforcement calls, conducts investigations and maintains routine patrol activities to accomplish the following objectives: (1) preserve the peace; (2) enforce the law; (3) prevent and detect crime; (4) protect life and property; (5) arrest suspected violators of the law; and (6) provide service to our citizens. This work may occasionally involve hazardous or strenuous tasks, but always involves the exercise of initiative and independent judgment (sometimes, in emergency situations which can endanger life and/or property). Duties are performed under the general supervision of the Sheriff in accordance with established law enforcement practices, standards, and Sheriff's Office policy/regulations. Supervision is exercised by command officers who provide guidance and who review work through an observation of work activities, as well as through a review of reports, citations and arrests. This employee generally works a twelve-hour shift alone, is called on off duty hours for work, and works different shifts.
ESSENTIAL FUNCTIONS:
• Patrols county and related areas to preserve law and order while enforcing State and Local Laws.
• Investigates crimes, suspicious conditions and responds to complaints.
• Arrests persons violating ordinance and statutes when appropriate, including use of physical force to subdue suspects

EDUCATION/OTHER REQUIREMENTS:
Applicant must possess a valid Kansas Driver's License and have a satisfactory driving record. Applicant must be capable of receiving certification from the Kansas Law Enforcement Training Center for a full-time law enforcement officer in the State of Kansas. All applicants must be a U.S. citizen, 21 years or older, at the time of appointment and have the ability to pass a work-related physical proficiency/agility test, a medical/physical examination, a psychological examination and a background investigation. Applicants must not have been convicted of a felony, must not have been dishonorably discharged from any branch of the U.S. armed forces or a background that would be disrespectful to the profession of law enforcement or the citizens of Linn County Kansas. Codes Enforcement/Planning and Zoning Administrator/Sanitation
SUMMARY
This position is an administrative position which is responsible for long range planning policy for Linn County, enforcement of resolutions adopted by the Linn County Commission and inspections for new construction of structures and wastewater systems to assure compliance with state and applicable county requirements.
Under the supervision of the Public Works Administrator the Planning and Zoning Administrator is an exempt position under the FLSA.
SUPERVISORY RESPONSIBILTIES

ESSENTIAL FUNCTIONS
Serves as a representative for the County Commission, Planning Commission and Board of Zoning Appeals. This duty requires relaying recommendations on land use applications and planning policy for Linn County in a manner compliant with state law.
Assist the public in applications, procedures and enforcement of county resolutions.
Works directly with the Linn County Attorney and County Counselor on enforcement issues.
Will be required to prepare for court cases and testify when necessary in enforcement of county resolutions. Constantly review new state laws regarding land use, wastewater disposal, and property maintenance to assure legal conformance of adopted county resolutions.
Review and keep the Sanitation Codes current. Insures construction of on-site wastewater systems installed in the county for compliance with adopted state law and county resolutions. Completes, or supervises field inspection programs.
Investigate zoning and sanitation infractions and complaints and pursue those which are deemed legitimate.
Review surveys, subdivision plans and site plans for conformance with county resolutions
Makes changes and reviews the Comprehensive Plan yearly to reflect the current developments and socio-economic trends.
Responsible for Flood Plain Management
Reviews and approves sign permit requests.
Reviews and makes changes in the Zoning and Subdivision Regulations as revisions are required by Linn County Commission direction.
Coordinate compliance with all applicable Federal, State, and other regulations and policies. This would include insuring required licenses are maintained by personnel.
Inspects foundations and tracks foundation permits.
Files and maintain survey records.
Maintains, inspects, records, and reports all Linn County wastewater operations.
Conducts, and/or supervises, all aspects of sanitation inspections.
Responsible for investigation of nuisance complaint from time of receiving the complaint through the court process, and/or compliance.

A substantial higher level professional experience in public works, utilities, engineering, wastewater, or law enforcement is also preferred.
